The City of Santa Ana has been honored with the 2026 Helen Putnam Award for Excellence in Planning and Environmental Quality from the League of California Cities. This recognition highlights the city's innovative efforts in implementing a comprehensive Transit Zoning Code update, specifically designed to address long-standing environmental inequities within its historic Logan and Lacy neighborhoods. The award was formally presented to the Santa Ana City Council and City staff at a meeting held on October 6, 2026.

Considered California's highest municipal honor, the Helen Putnam Award celebrates outstanding programs that enhance quality of life and service delivery in local communities. Santa Ana's project was distinguished among 161 submissions from cities across the state, securing its place as one of only 12 recipients statewide. The accolade acknowledges the city's commitment to using local authority to correct historical issues and safeguard residential areas.

For nearly 150 years, the Logan and Lacy neighborhoods, which house over 15,000 residents per square mile, have carried a disproportionate environmental burden. These areas have historically hosted 57 percent of Santa Ana's heavy industrial operations, leading to pollution exposure ranking in the top 10 percent statewide. This situation presented a critical challenge for community health and well-being.

In response, the City of Santa Ana pursued a comprehensive strategy rather than simply adjusting existing regulations. It established a structured, objective planning framework specifically aimed at addressing incompatible industrial operations. This framework was designed to balance crucial community health protections with constitutional due process for existing businesses, ensuring a fair and systematic approach to reform.

The core of this initiative was the updating of the city's zoning code, coupled with improvements in interagency enforcement coordination. These actions collectively aim to halt the expansion of high-impact industrial operations within and around the Logan and Lacy neighborhoods, thereby delivering lasting environmental protections. Notably, the City achieved this significant zoning reform and enhanced community protection using only existing municipal resources and staff, without requiring any additional funding.

Mayor Valerie Amezcua commented on the recognition, extending congratulations to the City staff. She stated that the award "validates years of tireless advocacy from both residents and City staff." Mayor Amezcua further emphasized that Santa Ana is setting a precedent for balancing neighborhood protections with responsible economic development, working towards a future that serves all members of its community.
