The City of Santa Ana's Planning Commission voted on August 31 to recommend that the City Council approve a comprehensive update to the city's Zoning Code. This update represents a significant step for Santa Ana, as the current Zoning Code was last comprehensively revised in the 1960s.
The proposed changes aim to modernize the city's regulatory framework, reflecting shifts in population, economy, and work since the mid-20th century. The City highlighted the increasing influence of state regulations on local control, particularly concerning housing and parking standards. An updated Zoning Code is intended to establish clear procedures and standards for property owners and developers, thereby preserving local control over development decisions.
The Zoning Code Update is a direct implementation measure following the adoption of Santa Ana's new General Plan in 2022. The General Plan established a long-term vision for the city, and the Zoning Code is designed to translate that vision into practical application with enhanced clarity and predictability for residents and businesses.
Key objectives of the proposed update include fostering thoughtful growth that strengthens neighborhoods, creates economic opportunities, and protects public health. The City stated that the update seeks to ensure Santa Ana remains a place where families and businesses can thrive, continuing its historical role as a regional leader in housing production while also creating new opportunities for compatible businesses to establish themselves within the community.
Addressing potential community concerns, the City clarified several aspects of what the Zoning Code Update will not entail. The update will not authorize the City to take private property through eminent domain, nor will it mandate the closure of businesses. Furthermore, the changes are not intended to displace tenants. The City also emphasized that a change in a property's zoning classification does not automatically trigger redevelopment. Instead, zoning establishes the standards for how a property may be used and developed over time, consistent with the community's vision established in the 2022 General Plan. Decisions regarding investment in or development of a property ultimately rest with the property owners, subject to City regulations outlined in the Zoning Code.
While the Planning Commission has issued its recommendation, no public hearing has been formally scheduled for the City Council. However, the City Council may begin considering the draft Zoning Code Update as early as October. Throughout this process, the public will continue to have opportunities to ask questions and provide feedback on the proposed changes, both leading up to and during any subsequent public hearings.
