On August 31, the Santa Ana Planning Commission recommended that the City Council approve the draft Comprehensive Zoning Code Update. This significant step advances the city's efforts to revise its foundational development regulations, which were last comprehensively updated in the 1960s.
The initiative addresses how Santa Ana will adapt to contemporary development opportunities, recognizing substantial changes in the city’s population, economy, and employment landscape over the past decades. The update also responds to increased state legislation affecting local control over aspects such as housing and parking regulations. An updated Zoning Code is intended to establish clear procedures and standards for property owners and developers, aiming to safeguard local regulatory authority.
The proposed Zoning Code Update is designed to implement the long-term vision established by the Santa Ana General Plan, which was adopted in 2022 after extensive community participation. The Zoning Code functions as the practical tool to translate this vision into specific, actionable guidelines for development. City officials anticipate that the updated code will provide greater clarity and predictability for both residents and businesses operating within Santa Ana.
Key objectives of the comprehensive update include fostering thoughtful growth that strengthens neighborhoods, creates economic opportunities, and protects public health. It also seeks to ensure that Santa Ana remains a city where families and businesses can thrive. Historically, Santa Ana has been recognized as a regional leader in housing production. The updated Zoning Code is expected to maintain this success while also generating new opportunities for compatible businesses to establish themselves in the community.
City officials have also clarified what the Zoning Code Update does not entail. The update does not authorize the City to acquire private property through eminent domain. It will not force businesses to close, nor will it result in the displacement of tenants. Furthermore, a change in a property's zoning classification does not automatically trigger its redevelopment. Zoning regulations merely establish the standards for how property may be used and developed over time, consistent with the community's vision as articulated in the 2022 General Plan. Ultimately, decisions regarding investment in or development of a property remain with the property owners, subject to the City's regulations.
While the Planning Commission has issued its recommendation, the City Council has not yet scheduled a public hearing to consider the draft Zoning Code Update. However, the City Council may begin its consideration of the proposal as early as October. Residents, businesses, and property owners are encouraged to learn more about the proposed changes and continue to provide feedback both leading up to and during the public hearing process. This engagement is crucial as Santa Ana navigates this important conversation about its future growth and development framework.
