The significant volume of spent nuclear fuel at the San Onofre site, just south of San Clemente, is prompting a collaborative effort to develop a local and regional safety plan. Approximately 3.6 million pounds of highly radioactive spent nuclear fuel are currently stored in 123 temporary canisters near the shoreline. For over four decades, federal progress toward a permanent national repository has been absent, leaving San Onofre as a de facto nuclear waste site. These thin-walled, 5/8-inch steel canisters, not designed for long-term storage, are vulnerable to corrosion and cracking from moist, salty air. Their open storage alongside the Pacific Ocean and Interstate-5 also exposes them to risks from earthquakes, tsunamis, storm flooding, sea level rise, and potential security threats. Each canister contains about one-third the amount of deadly Cesium-137 released during the 2011 Fukushima nuclear disaster, underscoring the potential for contamination.
Recognizing this critical local and regional challenge, Irvine Mayor Larry Agran and his Chief Policy Advisor, Scotty Hong, are leading discussions to advance safer storage options. Their efforts involve local residents, community groups, and legislators across Orange and San Diego counties. Technical and academic partners, including Dr. David Richardson, Associate Dean for Research at UC Irvine, and postdoctoral researchers, are examining the public-health, environmental, and technical dimensions of the problem. Southern California Edison, the site operator, is also participating in these discussions, which is considered essential for any practical safety plan.
One concept under exploration involves moving the spent fuel canisters to higher ground within an above-ground, fortified storage facility at the adjacent "domes" site, once the San Onofre plant is fully decommissioned. The objective is to create a more robust, better-monitored system designed to prevent canister corrosion and withstand foreseeable hazards, including flooding, earthquakes, tsunamis, fire, and security threats. This fortified facility would be built for long-term monitoring, emergency protection, and public accountability, with a design life of at least 100 years, anticipating a prolonged wait for a federal solution. International examples in Switzerland and Germany demonstrate such facilities for real-time monitoring and protection.
A serious safety plan also includes the consideration of a "hot cell" facility. This highly shielded structure would enable experts to inspect nuclear waste canisters and their contents under controlled conditions, and if necessary, safely repackage nuclear waste into new canisters. Such a capability is crucial for responding to canister degradation or damage from environmental factors. The initiative is intended to be science-based, transparent, and regional, incorporating local governments, county and state agencies, federal regulators, Southern California Edison, UC Irvine researchers, local residents, and community organizations.
Public awareness remains a significant factor, echoing the community activism that led to San Onofre's permanent shutdown in 2013. Banners displayed on Interstate-5 overpasses in May and June, one of which read "Nuclear Waste Forever Deadly," alerted travelers to the site's radioactive content and the large volume of material stored, highlighting ongoing citizen concern. The ongoing work emphasizes the need for Southern California to lead in developing a practical interim safety plan, a fortified storage strategy, and proactive local action.
