Orange County's infrastructure landscape is experiencing significant activity, marked by the ongoing preparations for the OC Streetcar's launch, substantial sewer system overhauls, and essential regional rail maintenance. Additionally, Santa Ana has highlighted its water resource management efforts with a new appointment to the Metropolitan Water District Board and progress on its 'sponge parks' initiative.
Testing for the OC Streetcar is intensifying across its full route, which extends from the Santa Ana Regional Transportation Center to the Harbor Boulevard/Westminster Avenue stop in Garden Grove. These tests are a critical phase in preparing for the commencement of passenger service, which is anticipated in early 2027. Residents and businesses situated along the streetcar route may observe increased activity, including more frequent sounds from horns and bells, as testing continues. The public is advised to maintain alertness when driving, walking, or cycling near the tracks and crossings.
Significant sewer infrastructure projects are currently impacting traffic on Alton Avenue in Santa Ana. The Orange County Sanitation District (OC San) is leading the Santa Ana Trunk Sewer Rehabilitation Project, which will require the closure of westbound Alton Avenue between Fairview and Susan streets. This closure is scheduled to begin on September 14 and is projected to last for approximately five months. Its purpose is the safe rehabilitation of a regional sewer pipeline along the avenue. Westbound drivers will be detoured and should plan for extended travel times or use alternative routes, though eastbound Alton Avenue will remain open. This larger project encompasses the rehabilitation of about three miles of regional sewer pipeline, reinforcing OC San’s commitment to maintaining vital infrastructure, protecting public health and the environment, and ensuring consistent sewer service.
Separately, utility work involving the relining of a sewer main line has closed the westbound lane of Alton Avenue between Bristol Street and Bear Street. This closure is active until September 28. During this period, access for affected businesses and residences will be maintained.
Regional rail service will also experience disruptions due to track improvement projects. Metrolink service on the Ventura County, Orange County, and Inland Empire-Orange County lines will be suspended on Saturday, September 12, and Sunday, September 13. This suspension will enable crews to complete multiple track upgrades. No train service or alternative transportation will be available during this two-day period, and Amtrak Pacific Surfliner service will also be affected.
In water infrastructure and management, Santa Ana’s Public Works Agency recently presented its 'sponge parks' program at the 2026 American Public Works Association (APWA) PWX conference. The presentation outlined how the agency has secured grants to implement stormwater capture and treatment projects in city parks, including Ed Caruthers Park, King Street Park, and Salvador Quintana Park. These parks are designed to collect stormwater runoff from surrounding areas, allowing it to either recharge local groundwater or be treated for reuse in park irrigation. The initiative aims to replenish groundwater supplies, enhance water quality in watersheds, reduce flooding, and create new recreational amenities for Santa Ana residents.
Furthermore, Cesar E. Barrera, Santa Ana’s Deputy Public Works Director and acting city engineer, was appointed as the city’s new representative to the Metropolitan Water District of Southern California (MWD) Board of Directors. Barrera was seated on the board on August 18. With nearly 30 years of experience with the City of Santa Ana, his expertise includes water resources, infrastructure management, operations, and maintenance. Barrera is a licensed professional civil engineer in California and holds advanced certifications in water treatment, distribution, and wastewater operations. Santa Ana sources approximately 85 percent of its water supply from local groundwater and 15 percent as imported water from MWD, serving about 45,000 connections.
Looking ahead, Downtown Santa Ana will experience temporary street closures on Saturday, September 12, and Sunday, September 13, for the annual Fiestas Patrias festival and parade.
